ICSU-TWAS-UNESCO-UNU/IAS Visiting Scientist Programme. TWAS,
the academy of sciences for the developing world – www.twas.org – is an
autonomous international organization founded in Trieste, Italy, in
1983. TWAS represents the best of science in the developing
world. Its principal aim is to promote scientific capacity and
excellence for sustainable development in the South. Since 1986,
TWAS has been supporting scientists and institutions in developing
countries through a wide range of programmes that focus on scientific
capacity building.
The ICSU-TWAS-UNESCO-UNU/IAS Visiting Scientist Program supports visits
of internationally renowned scientists to institutions located in
developing countries, especially those located in the Least Developed

November 2006: European Social Survey: Call for
Questionnaire Design
Teams. The Principal Investigator of the European Social Survey (ESS)
is
inviting proposals from multi-national teams to design modules for the
questionnaire for Round 4 of the ESS.

academically-driven social
survey designed to chart and explain the interaction between Europe's
changing
institutions and the attitudes, beliefs and behaviour patterns of its
diverse
populations. Now in its third round, the survey covers over 20 nations
and
employs the most rigorous methodologies. The fieldwork has been funded
through
the European Commission’s fifth and sixth Framework Programme, the
European
Science Foundation and national funding bodies in each country. In
addition the
ESS is among the first social science projects to receive funding to
support
its infrastructure. The call will close
on 23 February 2007 at 17.00 CET.

Belgian region of Flanders is to set up a new scheme for financing
research infrastructure, Hercules Financing. According to Fientje

The SEE-GRID-2 project launched on 1 May, with a special meeting in
Istanbul on 4 May. The project, 'South Eastern European Grid-Enabled
eInfrastructure Development-2', improves on the existing GRID
structure, SEE-GRID, which integrated the South Eastern states into the
main EU GRID networks. The original SEE-GRID project gave countries in
the South-Eastern region of Europe access to the research
infrastructures of Central Europe. It thus gave these countries the
opportunity to bridge the 'digital divide' which exists between the
countries of South East and Central Europe. read more

outgoing government has denied claims that it blocked the funding of a

CORDIS information day will take place on 25 May in Prague, Czech
Republic. The event includes a morning session aimed providing
participants who intend drafting Framework Programme project proposals
with an introduction to some of the services available through CORDIS

a larger public, will provide an overview of the Seventh Framework

FP7), focusing in particular on funding mechanisms, will take place on
7 and 8 June in Brussels, Belgium. The first day will be devoted

second day will examine FP6 and current policies for research, and how

Training on the Sixth Framework Programme (FP6), will take place in
Izmir, Turkey, on 24 and 25 May. The event will be held under the
umbrella of the EU-funded TrainNet Future project, which is designed to
raise the quantity and quality of research projects in the 'food
quality and safety' section of FP6. In particular, project partners
want to increase the participation of researchers from the new EU
Member States and candidate countries. The event will include
presentations on FP7, Technology Platforms, and various aspects of FP6
- intellectual property rights (IPR), project management, and project

Sixth Framework Programme (FP6) National Coordination Office has
organised a series of six workshops, with training organised by TUBITAK
(the Scientific and Technological Research Council of Turkey), to help
interested parties write applications for and manage Framework
Programme (FP) projects. Six learning days will take place in four
different Turkish cities: Izmir, Istanbul, Antalya and Edirne, between
23 and 31 May. Four days will include practical information on writing
proposals for FP6 and FP7. Two days will address the management of FP

developing and employing women and men equally in science and
technology requires a significant cultural change. Ultimately however,
this change is essential for Europe's innovation, growth and

President of the Hungarian Academy of Sciences (HAS), Professor E.
Szilvester Vizi, has responded to criticisms of the structure of HAS,

organising a training course on how to write project proposals for the

Italy. The course will aim to improve the project design capacity of
would-be FP7 participants by training them in the Logical Framework
Approach (LFA), a methodology for improving the systematic planning of

The ceremony for European Inventor of the Year was held for the first
time in Brussels on 3 May. Winners from six categories picked up
awards, and several of the recipients highlighted the role that basic
research had played in their invention.
Former BBC newsreader Michael Buerk presented the awards, for
breakthroughs in fighting Hepatitis B, novel anti-viral properties, the
DNA chip, methods for intercepting proteins that cause illness,
technology to increase the data volume of hard drives, and the

5 May 2006: 'Intellectual property holds the key to innovation,
which, in turn, holds the key to our economic future,' said
Director-General of the European Commission's Enterprise DG, David
White, at the European Inventor of the Year conference in Brussels on 3
May. The guardians of intellectual property (IP) - patents - were the
focus of discussion at the first day of the conference, and more
precisely, the extent to which patents are an asset, and the degree to

Netherlands-based company will begin producing bacteria that can be
used to kill pathogens in meat and cheese products. With the increasing
emphasis by consumers and regulators on food safety, and the prospect
of costly recalls, fines and brand damage, processors are constantly on
the lookout for quicker and cheaper ways of preventing bacterial

nominated inventors from eleven countries for the title of 'European

institutions; new EU Member States; non-European countries; and

trials of an experimental vaccine against the H5N1 bird flu virus have
begun in Belgium. The jab is aimed at protecting against the virulent
avian infection which has killed more than a hundred people worldwide. read more
4 April 2006: A financial workshop on the Sixth Framework
Programme (FP6) will take place from 8 to 10 May in Zagreb, Croatia.
The event is aimed at project managers and company accountants who wish
to know how to optimise the grant received for research projects under
FP6. The key financial aspects of each phase of the FP6 process, from
proposal through to the final Cost Statements, will be covered during

European Commission and the European Patent Office (EPO) are jointly
organising a gala evening for the first-ever presentation of the
European Inventor of the Year awards, to take place on 3 May in
Brussels, Belgium. The achievements of inventors in six different
categories will be honoured by Günter Verheugen, Vice-President of
the European Commission and patron of the gala, and EPO President Alain
Pompidou. An international jury, chaired by former Dutch Prime Minister
Wim Kok, will choose the prizewinners in each category, on the basis of
outstanding technical inventions for which the EPO granted a patent

21 March 2006: Applications for the training meeting within the
second INFOBIOMED Training Challenge, which will take place in

Rendez-vous' TV debate to discuss innovation and the transatlantic
hi-tech marketplace. It will take place on 17 March at the European
Business Summit in Brussels. The debate will involve decision makers on
both sides of the Atlantic, linked by satellite. EU companies supply
half of foreign investment into the US, while US companies invest 14
times the figure invested in China in the EU. read more
27 February 2006: A
meeting on the EU's Technology Platforms will take place in Rome,
Italy, on 1 and 2 March. The event is intended to present the EU's 31
existing platforms, and to stimulate participation in them. Italian
participation in the Technology Platforms is currently fairly weak in
comparison with that of other European countries, according to the
event organiser, Italy's Agency for the Promotion of European Research

27 February 2006: The Commission's Joint Research Centre (JRC)
and Nanoforum will hold a conference on 'Nano and the Environment' in
Brussels, Belgium, on 30 and 31 March. The conference will address the
possible positive environmental impact of nanotechnology on monitoring,
pollution, remediation and resource saving. The conference will be
discussion-based, and will be attended by a host of experts in
nanotechnology and officials from the European Commission. The
discussions will form the backbone of a paper to be presented to the
Commission, designed to influence future policy decisions. read

27 February 2006: France and the Netherlands are to carry out
targeted preventive vaccination campaigns on poultry, as a
precautionary measure against highly pathogenic avian influenza. The
vaccination programmes are authorised only for specific birds in
specified regions, and will be subject to rigorous surveillance and
control requirements. These include movement restrictions, strict
monitoring of vaccinated flocks to ensure that there is no undetected
outbreak of avian influenza and careful record-keeping. Vaccinated
poultry must also be able to be differentiated from poultry and birds
with the avian influenza virus. The Commission proposals to authorise
the vaccination plans also lay out conditions and limits for the trade
of the vaccinated birds and their products.
23 February 2006: The
European Regions Research and Innovation Network (ERRIN) will host its
annual general event on 7 March in Brussels, Belgium.
The event addresses the importance of regions for sustainable
development and innovation. Confirmed speakers on the day include
Danuta Hübner, Commissioner for Regional Policy at the European
Commission, Atilio Martinetti from the Milan Chamber of Commerce

15 February 2006: Three
more countries said they had detected cases of deadly bird flu in wild
swans, with Germany, Iran and Austria the latest to find the virus that
has killed 91 people worldwide. Austria and Germany became the third
and fourth European Union countries to report H5N1 bird flu, just three
days after the bloc's first instances were confirmed by Italy and
Greece. Germany said its results came from initial tests. Both
countries said samples of the dead birds had been sent to the EU's
reference laboratory in Britain for confirmation. read

15 February 2006: A report by Dutch researchers has found that
more than two in every five heart attacks go undiagnosed. The study of
7,085 people over the age of 55 in a suburb of the Dutch city of
Rotterdam initially looked at chronically disabling diseases. The study
on heart attacks was a by-product of this initial research. Some 5148
people from the initial study in 1990 had no evidence of myocardial
infarction (MI, or more commonly, heart attack). read

technologies: large-scale recycling of industrial waste material and

is to build a new institute of scientific excellence that is intended
to act as a stimulus for the country's science system as a whole, and

February. The event aims to see how men and women interpret scientific
information and perceive risk, identifying any gender differences that

Following six months of discussions, an agreement enabling the
participation of the Republic of Korea in the Galileo project was
signed in Brussels on 12 January. South Korea's expertise in space
technology and applications will make an important contribution to
Galileo. The country also produces and uses many systems that can be
made more competitive with satellite navigation. Indeed, South Korea is
already an active user of satellite navigation services in various
sectors, including transport, fleet management, science and geodesy. read more

Seventh Framework Programme (FP7) will take place on 9 February in
Brussels, Belgium. The workshop will describe the process used to
prepare the programme, and will list the organisations and individuals
involved in the process. The workshop also provides a webpage so that

16 January 2006: The fourth EGOV conference, designed to assess
the state of the art in e-government and e-governance, will take place
in Krakow, Poland, from 4 to 8 September. The event is intended to

13 January 2006: A one-day workshop on agricultural engineering
in the context of European research will be held in Brussels on 31
January. Organised by the German Association of Engineers, together
with VDMA, CEMA and EurAgEng, the workshop is designed to prioritise
research topics with the input of experts from across Europe, with the
results being used as the basis for lobbying efforts at EU level with a
view to the Seventh Framework Programme (FP7).

construction, BUDMA 2006, will be held from 24 to 27 January in Poznan,
Poland. The event will discuss the impact of science on increased
economic competitiveness, and look at the opportunities for the

is aimed at the entire construction community, representatives of the
scientific community, and national and local government personnel.

12 January 2006: A workshop to introduce the sixth information
society technologies (IST) call under the EU's Sixth Framework
Programme (FP6) will be held in Tallinn, Estonia, on 25 January.
Organised by Archimedes Foundation and the IST Bonus project, the event
will give an overview of the opportunities for companies, universities,
institutes and non-profit organisations contained in the sixth IST
call. Practical advice will be given on how to prepare a successful
proposal and how to get involved in and manage EU research projects. read

conference and information day on CEAF, a specific support action in
the field of food safety and quality for the new EU Member States, will
take place in Kiev, Ukraine, on 9 and 10 February. The CEAF project is
financed by the European Commission under the Sixth Framework Programme
(FP6), and has the overall aim of seeking to create a synergy for
virtual networking and strengthening cooperation in the area of food

11 January 2006: The first session of the 'World congress for
freedom of scientific research' will take place in Rome, Italy, from 16
to 18 February. The meeting, promoted by a renowned group of Italian
researchers and University Professors, will involve scientists,
advocates, patients and decision-makers in a transnational debate
addressing issues related to science, society, politics, law, the
ethics of scientific research, technology, and the latest developments
concerning stem cells. The congress is aimed at encouraging discussion
of emerging threats against research, as well as possible initiatives

13 December 2005: The winter conference of the FP6 project
'Polarisation and Conflict' will take place in Milan, Italy, on 16 and
17 December 2005. The purpose of this multi-disciplinary research
project, funded under the 'citizens and governance in a knowledge-based
society' priority of the Sixth Framework Programme, is to promote and
coordinate research on the conceptualisation, modelling and measurement

voters have supported a ban on the commercial cultivation of
genetically modified (GM) crops. The majority was small at 55.6 per
cent, but enough to ensure that GM crops will not be grown in
Switzerland for at least five years. The 'people's initiative' was
brought by a coalition of groups, including environmental, consumer and
agricultural associations. read

ready for Framework 7' will take place in Brussels, Belgium, on 7
December. Organised by Hyperion Ltd., in cooperation with the European
Association of Research and Technology Organisations (EARTO), the aim
of this half-day day workshop is to train research managers and EU
advisors on how to prepare for Framework 7. The workshop describes the
process used to prepare the programme and it lists the organisations
and individuals involved in the process. It also provides a webpage, so
